This part of the work is shaped by the expectation that the environment will dictate individual initiatives coalescing into group activity. Starting from ground zero requires only one contact with very few involved. Should the programs gain momentum, the idea is to create umbrellas for logical groupings.  Thanks to improvements made in communications since the Peace of Westphalia, geography is not a consideration.
