Suppose, for the sake of argument, a very old organization extending to the very remote is looking for a stable platform in this neighborhood. You can be sure that an organization with this capability is aware of all the nuances in the difference between power and strength. It is unreasonable to expect a finished planetary analysis in the first draft, but it is reasonable to make a first pass at a differentiation between hard kernels and Don Quixote’s windmills. If this hypothetical organization took a liking to the planet but was not particularly happy with its stability index as well as its near term prospects, it might view competition in the following light.

This list of power base and projection is limited to those nations most visible to the general population and those, in its eyes, most likely to use it. The disparity between a list of nations with the most stable social structures and those most likely to project their values and national goals does not seem the best recipe for developing the optimum platform in an advanced vertical organization. On the other hand, communities of excellence within these national structures have an essential capacity to contribute. The argument for a new virtual organization is derived from this interpretation. It is not unlikely that remote beings will weigh in on this one, judging by this extract from the working drafts:
